The idea here is to look "through" the screen to focus on something in the distance so that your eyes diverge more than they normally would. It may help to look for your reflection in the screen. Relaxing your eyes and "daydreaming" may help to unfocus them. Without changing your focus, slowly shift your attention to the image on the screen. When your eyes are diverged the correct amount to overlap the adjacent repeating areas, the 3D stereographic illusion will slowly develop. An alternate technique is to start with your face close to the screen (to keep you from automatically focussing on it) and slowly backing away until the illusion appears. You will know it when you've got it.
